二 | 《实施方案》确立了数智化、标准化、融合化协同发展路径。

三 | 数智化就是要以数智技术重塑服务形态，提高服务效率，实现数据、算法、场景创新协同，促进传统服务业向智慧服务业转型。将围绕科技研发、工业设计、检验检测、物流配送、批发贸易、咨询服务等，提供“小快轻准”解决方案。在城市管理、公共服务、文化旅游等领域，拓展开放新技术应用场景。加快数智供应链发展，推进商贸物流数智赋能工程。标准化被视作服务质量的“硬约束”。将支持文化旅游、算力服务、数据标注、冷链物流、净菜配送、家政服务、冰雪运动等领域加强先进标准研制。实施国家绿色服务、家政、照护、餐饮等领域标准规范。支持服务业企业、行业协会等主导或参与制定相关国家标准、行业标准。融合化着眼于培育新业态新场景。将推动先进制造与研发、设计、电商、物流一体发展，培育“产品+服务”综合服务集成商。完善农业社会化服务体系，推动现代农业与康养、文旅等深度融合。完善工业产业园和科创园区服务功能，发展楼宇经济。扩大服务业经营主体，是服务业高质量发展的坚实基础。将坚持引育结合，鼓励服务业企业上市融资、并购重组。促进电子商务、品牌设计、健康养老、文化旅游等小微企业向专精特新企业发展，培育“名特优新”个体工商户。实现制度供给突破，能够进一步激发服务业发展活力。将优化医疗、科技创新等领域市场准入环境，消除要素获取、资质认定、招标投标、政府采购等限制性措施，深化服务领域事业单位改革。争取国家在有条件的地区开展服务业扩大开放综合试点，支持雄安新区创建国家数字贸易示范区。将鼓励探索功能适度混合的产业用地模式。

四 | 鼓励存量用地盘活利用，支持工业用地在符合规划的前提下转型发展服务业，对利用老旧厂房、仓储用房兴办创意产业、科技服务、文化旅游等项目的，允许以5年为限，享受不改变用地主体和规划条件的过渡期支持政策。推动服务业发展是系统性、长期性工作。将及时跟进国家部委出台的新政策新举措，在试点、项目、资金等方面积极争取国家支持，加快培育“服务”品牌。
